The Evaluation assesses, periodically, whether the Programs are producing the expected effects, analyzing the relevance, coherence, effectiveness, efficiency, impact and sustainability of the Programs or policies, with the aim of contributing to evidence-based policy and programmatic decisions.

In accordance with the applicable laws and regulations, the Managing Authority shall ensure that evaluations are carried out to determine the effectiveness, efficiency and impact of each programme, on the basis of the evaluation plan drawn up in advance, and shall be subject to appropriate monitoring in accordance with the Fund-specific rules.

In this context, the Evaluation Plan for the ISE OP, approved by the Monitoring Committee in February 2016, follows the guidelines set out in the Portugal 2020 Global Assessment Plan, drawn up by the Agency for Development and Cohesion, IP (AD&C) and approved by the Interministerial Coordination Commission for Portugal 2020 (CIC Portugal 2020) through Resolution No 61/2015 of 5 August 2015.

For programming, the OP ISE has been subject to an ex-ante evaluation with a view to improving its quality and design and verifying whether objectives and targets can be achieved. The recommendations have been incorporated into the final version.
