Regulation (EU) No 1303/2013 of the European Parliament and of the Council of 17 December 2013 lays down, in Articles 47 to 49 and 110, the composition and functions of the monitoring committees for operational programmes.

In accordance with Article 125(2)(a) of Regulation (EU) No 1303/2013 of the European Parliament and of the Council of 17 December 2013 laying down common provisions on the ESI Funds, the Managing Authority of OP ISE is responsible for supporting the work of the Monitoring Committee and providing it with the information necessary for the performance of its tasks, in particular data on the progress of the operational programme towards achieving its objectives, financial data and data on indicators and milestones.

In accordance with Article 53(2) of Decree-Law No 137/2014 of 12 September 2014, the composition of the monitoring committees for each thematic and regional operational programme of the continent shall be determined by order of the competent members of the Government in accordance with Article 23(3).

The Monitoring Committee of the ISE OP ensures the effectiveness and quality of the implementation of the Operational Programme, being particularly responsible for the exercise of the following competences:

  • review and approve, within six months of the approval of the Operational Programme, the selection criteria for financing operations and approve revisions or changes to those criteria;
  • periodically assess the progress made towards achieving the objectives of the Operational Programme on the basis of documents submitted by the Managing Authority;
  • analyse the results of the implementation of the Operational Programme, in particular with regard to the objectives set for each Priority Axis, as well as the evaluations referred to in Regulation (EU) No 1303/2013 of the European Parliament and of the Council of 17 December 2013;
  • review and approve the annual implementation reports and the final implementation report of the Operational Programme;
  • review and approve the communication strategy of the Operational Programme and any amendments thereto;
  • review and approve the evaluation plan and any amendments thereto;
  • receive information on the annual control reports or on the part of the report relating to the Operational Programme, as well as on any observations expressed by the European Commission following their analysis;
  • submit to the Audit Authority proposals to revise or carry out analyses of the Operational Programme that could contribute to the achievement of the objectives of the ESI Funds, or to improve the management of the Operational Programme, including its financial management;
  • examine and approve any proposal to amend the content of the decision of the European Commission on the participation of Community funds in the Operational Programme;
  • Adopt the Rules of Procedure of the Monitoring Committee and amendments thereto.

The Monitoring Committee of PO ISE meets ordinarily at least once a year and, extraordinarily, whenever deemed necessary by the President or when he accepts a written proposal to this effect, submitted by any of the members entitled to vote.
