Autoridade pública ou organismo público nacional, regional ou local, funcionalmente independente da Autoridade de Gestão e da Autoridade de Certificação, designado pelo Estado-Membro para cada Programa Operacional, responsável pela verificação do bom funcionamento do sistema de gestão e controlo.Pode ser designada para vários Programas Operacionais.
Em Portugal esta atribuição compete à Inspeção Geral de Finanças - IGF

Conjunto da população não empregada disponível para trabalhar e que procura ativamente trabalho.
Data da conclusão física e ou financeira da operação, considerando-se como tal, em regra, a data da última fatura paga pelo beneficiário. De notar que esta data não marca o termo ou encerramento da operação, a qual pressupõe a realização de um conjunto de tarefas quer por parte do beneficiário (por exemplo, apresentação do respetivo Relatório final) quer da Autoridade de Gestão (como a validação do pedido de pagamento de saldo e respetivo Relatório final e o consequente pagamento do saldo final), salvo disposição específica em contrário.

Órgão colegial que, no âmbito de um programa operacional é, nomeadamente, responsável por analisar e aprovar os critérios de seleção das operações, analisar os resultados da implementação do programa, considerar as conclusões e recomendações d as avaliações on-going, analisar e aprovar os relatórios de execução do programa e todas as propostas de alteração do conteúdo da decisão da Comissão Europeia sobre a participação dos fundos estruturais e de investimento no programa.

A fim de contribuir para a estratégia da União 2020 para um crescimento sustentável e inclusivo, foram definidos 11 objetivos temáticos, tal como previsto no artº9º. do Reg (UE) 1303/2013, de 17 de dezembro.
Cabe a cada EM selecionar que objetivos temáticos pretendem prosseguir através dos programas operacionais, sendo objeto de negociação com a CE.
Os objetivos temáticos concretizam-se através de prioridades de investimento também definidas nos regulamentos do Conselho da UE para cada um dos Fundos.
No caso do PO ISE são dois os Objetivos Temáticos: 08 - Promover a sustentabilidade e a qualidade do emprego e apoiar a mobilidade dos trabalhadores e 09 - Promover a inclusão social e combater a pobreza e qualquer tipo de discriminação.

Fundo estrutural que apoia, desde 1975, a realização de infraestruturas e investimentos produtivos geradores de emprego, nomeadamente destinados às empresas.Destina-se a promover o investimento e a contribuir para reduzir os desequilíbrios entre as regiões da União.
Os financiamentos prioritários visam a investigação, a inovação, as questões ambientais e a prevenção de riscos, enquanto os investimentos em infraestruturas continuam a ter um papel importante, nomeadamente nas regiões menos desenvolvidas.
O RVCC, no Sistema de Reconhecimento, Validação e Certificação de Competências, reconhece e valida saberes e competências adquiridas ao longo da vida, atribuindo ao adulto uma certificação de nível básico ou secundário.
É dirigido aos adultos que não completaram o percurso escolar obrigatório, permitindo-lhes validar e certificar os seus conhecimentos escolares profissionais e outros, que adquiriram ao longo da vida e em diferentes contextos (pessoais, sociais e profissionais).

Entidades públicas, as associações empresariais, profissionais e sindicais, as entidades sem fins lucrativos e outras organizações da sociedade civil no âmbito do desenvolvimento e da economia social, relativamente a ações de caráter educativo, formativo ou de outra natureza e cuja intervenção seja prevista em sede de regulamentação específica.

O Organismo Europeu de Luta Antifraude (OLAF) foi criado em 1999 com o objetivo de investigar casos de corrupção e faltas graves no âmbito das instituições da União Europeia (UE), assim como casos de fraude lesiva do orçamento da UE.
O OLAF investiga os órgãos da UE no sentido de detetar fraudes, corrupção e outras atividades ilegais lesivas dos interesses financeiros da União.
Averigua ainda questões relacionadas com o exercício de atividades profissionais que não afetem os interesses financeiros da UE.
Além disso, investiga organizações ou indivíduos externos com o intuito de detetar fraudes ou outros comportamentos irregulares (nomeadamente, no funcionamento de programas de financiamento da UE ou fraude aduaneira), frequentemente em cooperação com as autoridades dos países da UE e, por vezes, com as autoridades de países não pertencentes à União.
Instrumento financeiro que permite a partilha de um determinado risco entre duas ou mais entidades, eventualmente contra o pagamento de uma remuneração acordada.

A IEJ foi concebida como um recurso financeiro que presta apoio dedicado aos jovens nas regiões da Europa que foram mais afetadas pelo desemprego juvenil, designadamente os jovens que não trabalham, não estudam nem seguem qualquer formação (NEET).
A IEJ apoiará, designadamente, a implementação da Recomendação do Conselho relativa à Garantia para a Juventude.

A benefit granted by the State (or through State resources) involving the transfer of State resources or the reduction of costs, with a view to supporting certain undertakings or types of production, generating an economic advantage that an entity would not obtain under normal market conditions. They are selective and have an effect on competition and trade between the Member States of the European Union.
In the EU, aid granted selectively by Member States or through State resources and which is liable to affect trade between Member States and distort competition is prohibited (Article 107 of the Treaty on the Functioning of the European Union (TFEU)).
However, State aid may be authorised where it is justified by objectives of general interest: aid for the development of less-favoured areas, services of general economic interest, the promotion of small and medium-sized enterprises, research and development, environmental protection, training, employment and culture.

Youth Guarantee appears as a response to the high youth unemployment rate.
It is a commitment that gradually and within 4 months of the young person leaving education or the labour market, he/she will be offered a job, further education, vocational training or traineeship.
The Youth Guarantee is not a job guarantee. But it aims to give young people, as soon as possible, an opportunity to bet on their qualifications and to be in contact with the labour market, with a view to combating inactivity and youth unemployment.
In Portugal, the Youth Guarantee will support young people up to and including 29 years of age, who are neither working nor in the education and training system.
Promoting equality between women and men through appropriate gender mainstreaming in all social and political life, overcoming visible and invisible barriers that may arise in women’s and men’s equal access to economic, political and social participation. The principle of gender equality means accepting and valuing equally the differences between women and men and the different roles they play in society.

Established in 1957 by the Treaty of Rome, it is the oldest structural fund, contributing to the strengthening of the Union's economic and social policy by improving employment and employment opportunities. The Social Support Index (IAS) defined by Law No 53-B/2006 of 29 December 2006 replaced the Guaranteed Minimum Monthly Remuneration (RMMG) as a decisive benchmark for the determination, calculation and updating of contributions, pensions and other benefits granted by the social security system.
