Decree-Law No 10-A/2020 of 13 March 2020 ordered the suspension of training and non-training activities.

In addition, and with a view to reducing and mitigating the economic and social impacts of the pandemic on the beneficiaries and in particular with regard to the vocational training activity, a series of guidelines were issued through the Interministerial Commission for the Coordination of the Partnership Agreement (CIC Portugal 2020) and the Agency for Development and Cohesion, I.P. (AD&C).

In this context, and in accordance with the provisions of Article 4 of the new Annex to Ministerial Implementing Order No 60-A/2015, approved by Ministerial Implementing Order No 127/2020, read in conjunction with point 3.3 of Technical Guideline No 2/2020, the acceptance of suspension periods by the Managing Authority of PO ISE is subject to the demonstration of compliance with the following conditions:

a) Causal link and indispensability in the face of the COVID-19 pandemic;

b) Impossibility to maintain the training activity in that period, namely through distance training.

Thus, the Managing Authority of OP ISE drew up the document ‘Information to Beneficiaries - Period of Suspension of Operations under the COVID-19 pandemic’, which contains the guidelines that make it possible to demonstrate compliance with these conditions.
